you need to wait until you get your card people are having trouble with greendot not adding money to the cards right people are able to use the card either so be careful

Normally there are instructions that come with the credit card or a sticker on the credit card that has a website where you can register the card at.
You can get a prepaid visa credit card at a lot of places, like grocery stores, gas stations, Blockbuster, a bank, etc.

You can order one online and you won't have to pay anything right now. I think the initial fee was $9.95. There are tons of places to reload it with money, all of the locations are listed online by state. Some examples are currency exchanges and local grocery stores. If you sign up for a monthly fee of $9.95, there will be no ATM or other transaction fees. If you don't sign up for this fee, you'll be charged $1 per transaction when used as a credit card and $2 per ATM transaction. You can also get your paycheck direct deposited to it.

My suggestion is to go to WalMart. For $8.95 you can buy a refillable card and they do not charge to refill. No minimum. Can't beat the price. No credit application. Just bring the cash to deposit into the card and for their fee. Can't beat it

As long as the card does not restrict cash withdrawals, any bank displaying VISA should be able to debit the card and put the cash amount you desire into your bank account. The other way around this is to use an ATM for a withdrawal off of the card and then deposit the cash yourself.

Yeah, there are many ways to shop online in China:
1. Pay at your door: order and pay when the goods arrive at your door.
2. Credit card payment: exchange rate is set by Visa/Mastercard depending on which you're using, and sometimes seller would like to have 3% surcharge.
3. E-banking payment: sellers usually provide a gateway where you can use your 'domestic' bank's account to make online payment.
4. Alipay: Alipay is quite popular in China (even KFC supports this). It is a third party payment gateway (comparable to PayPal). But you need to have domestic bank account with a functional e-banking system.
The #4 option, imho, takes most time but is the safest option. Because once payment is made to Alipay, you have the right to request for refund if you find the goods in faulty condition (it goes on to dispute handling). Alipay only gives the seller payment once you have confirmed the goods are received in good condition. But again, you need to understand some considerable Chinese to use this.
