If they had a secure website for the transaction for paypal they are probably legit. If you do give it out, write down the name (full) of the person taking your information and the date you gave it! Keep this in a secure place (like on a Word file or write it on your receipt when you receive it). Also, make sure the paypal payment doesn't process afterwards.

I would not ever email my entire credit card number: maybe you could email a couple numbers at a time in several different emails? That way, if one was intercepted, they wouldn't have the whole number.

There's no way you can call them and give them the number that way?

they require your social security number by law, that's why. Or..
it is the law that requires them to ask for your SSN and yes it is safe to give, provided your PC is virus free, you are at their website and not at a phisher's website and other common place security things that have nothing whatsoever to do with your prepaid card.

I think that illegal immigrants don't have SSN so that's one way to make it difficult to be illegal?

I don't think you can do that. That information is stored on their server. You can cancel all your pay for services, but, your CC info will remain on there server.
The only for sure way I know of is to cancel that credit card "you can report it lost or stolen" and request a new account and CC be issued.

and as a side bar, your credit report isnt based on your credit cards.. it is based on your social security number..

If you use a secure site and a reliable one (like Amazon) you can use credit card.

PayPal performs payment processing for online vendors, auction sites, and other corporate users, for which it charges a fee. Finally there are sites let you pay through phone, when – of course – you have to provide a credit card, but maybe they allow sending checks. But, if you mail a check, the merchandise will be sent out only after receiving the check and getting the money. So you can just go into a store and purchase the item you want.

I suggest using credit card, but selecting the site and not giving it to every site asking for it.
