Help answer the question about prepaid credit card
Is there a prepaid credit card that has no annual fee AND gets reported to the credit bureau?I want to get a prepaid credit card, because I have no credit, and am having trouble getting it because of that fact. I want to find one that has both benefits: 1. no annual fee 2. gets reported to the credit bureau
I have googled it and everything and am having trouble finding one with both things. If you know of one, please let me know. Also, if you know of any better way to get credit when you have none what-so-ever, please let me know. Thanks!

The reason that they do not accept Pre-Paid cards is that there is really no security with those. A person could head to a local store, put enough on the card to cover a deposit. Then rent a car with what amounts to an anonymous card and then never return the car.
Now, for credit cards there is nothing that says you have to pay interest. Interest is only charged if you carry a balance from one month to another. So if you only spend money you know you have that is not an issue. As for the fees, I have never seen a Pre-Paid card without fees, that is how they make their money. If you add these fees up over a period of time, and compare them with the fees(such as an annual fee) a credit card may(but does not always) charge. The credit card is going to be very close(or possibly lower) than the Pre-Paid card.
Another thing is that several(but not all) car rental agencies have started to accept debit cards for a deposit. This is tied to your checking account and most banks encourage you to use them so there are really no extra fees.

When it asks for what type of payment you want to select, select the option that says none. You can later sign in and input the code on the back of your card.

You're talking about prepaid debit cards (also called prepaid credit cards or stored value cards). Visa, MasterCard and Amex prepaid debit cards are available.
You should first decide if you want a reloadable card or a one-time use card. Neither of these use credit checks. If you want an anonymous card you should go for a one-time use card.
You can get these at some banks, at retailers like CVS and Safeway and even at some check cashing stores like Ace Check Cashing. If you don't mind providing the card issuer your information you can also find cards online. Look out for fees – they can be quite high on these cards. Just get a gift card for online purchases, prepaid cards have fees these days.

PayPal will not pay it for you. You'll need to talk to your bank to get the charges reversed.
Try to call paypal and talk to them to see if it really was their problem. But I'm almost 100% sure that it was not because I know how their checkout system works and it will not let you charge a CC it always takes it out of your bank account and not a CC on file.
